Ward on Thursday said that behind Mr. Miceli's upbeat manner was great political agility.
"He is really going to be sorely missed," Ward said. "He was the go-to guy. You would call up Vic to find out what to do and who to call; he was the indispensable guy. It is hard to diminish his role."
Mr. Miceli enjoyed jokes, even at his own expense, and often made them about his height.

Mr. Miceli ruled on many high-profile cases that involved local politics, growth and environmental issues.
In 1988, Mr. Miceli ruled that authorities could not thaw the head of 83-year-old Dora Kent, which was frozen by a cryonics group.
Coroner's officials questioned if the woman was alive when the procedure to remove and freeze her head was begun.
Mr. Miceli relied on a pathologist's conclusion that thawing the headwould not necessarily answer the question.

In addition to his wife and sons, Mr. Miceli is survived by daughter-in-law Jill, wife of John Michael. .
He also is survived by nieces and nephews along with brothers Ben Miceli, Joe Miceli, Sam Miceli, and Frank Miceli. Sam Miceli lives in Moreno Valley and the other brothers are in Meadville, Pa.
